Combine flour and all seasonings in a small bowl. Brown
the meat in a skillet on medium in high heat until crumbly, and then drain the fat. Add the water and the seasoning mixture. Bring to a boil and reduce
to low heat, and cook, for 7 to 10 minutes, stirring occassionally. Spoon the meat into warmed taco shells and top with shredded lettuce, chopped tomato, sour cream and grated cheddar cheese as desired.
