Directions
Combine the jalapeno peppers, green onions, cilantro and tomatoes in a food processor and pulse until desired consistency is reached. Drain any excess liquid from the tomatoes. Transfer to another bowl and stir in black pepper, garlic powder, lime juice and salt. Serve with tortilla chips.
